When you request an update to your bug bounty program, we do our best to enact the changes as quickly as we can. With that said, updating a program takes time and whitehats sometimes submit new reports before we have had the chance to publish your requested changes.
When this happens, you are free to review the report against the updated version of the bug bounty program that you have requested, regardless of publication status.
However, any bug reports that have been submitted before the update request must be reviewed against the parameters of the bug bounty program at the time of submission. You cannot request an update to a bug bounty program and expect to review already submitted bug reports against the new criteria.
You can find more information on requesting an update to your bug bounty program here.
